 TRAFFIC   GUIDANCE   SCHEME 

A Traffic Guidance Scheme (TGS) is a detailed plan that outlines how traffic, pedestrians, cyclists, and other road users will be safely managed around a temporary work area. It forms a critical part of any roadwork or roadside activity and must comply with all relevant Council and State Government requirements.

A well-designed TGS ensures that the work site is safely implemented with clear signage, appropriate lane closures, and defined paths for all road user groups. It considers factors such as vehicle speeds, sight distance, traffic volumes, access for businesses and residents, and the safety of workers within the site.

At APX Traffic Management, every TGS is prepared in line with the latest Austroads and State and or Council requirements and local authority standards. Our experienced designers develop site-specific plans to ensure safety, compliance, and minimal disruption for the travelling public while enabling works to proceed efficiently and responsibly.

 TRAFFIC   MANAGEMENT   PLAN 

A Traffic Management Plan (TMP) is a comprehensive document that details how roadwork activities will be planned, coordinated, and controlled to ensure the safety of all road users and workers. It outlines the overall strategy for managing traffic impacts during construction or maintenance activities and demonstrates compliance with all Council, State Government, and Austroads requirements.

A TMP considers all stages of the project — from design through to completion — addressing key factors such as site access, work staging, traffic volumes, detour routes, signage, speed management, and emergency access. It also includes supporting documents such as Traffic Guidance Schemes (TGS), risk assessments, and communication strategies for affected stakeholders.
 

At APX Traffic Management, every TMP is developed by qualified Traffic Management Designers (TMDs) and reviewed for compliance in line with the latest Austroads (AGTTM) and State and or Council requirements and local authority standards. Our plans provide a clear, structured approach that enables works to be carried out safely, efficiently, and with minimal disruption to the community.

 TRAFFIC   MANAGEMENT   PERMITS 

At APX Traffic Management, we understand that obtaining the necessary permits is a critical step in delivering compliant and efficient projects. Our team offers a complete Permit Application and Management service to support clients through every stage of the approval process.
 

Whether your works are located on local Council roads or State-controlled networks, APX can prepare, lodge, and manage applications on your behalf. This includes Road Occupancy Licences (ROLs), Permits, Police notifications, and public transport or bus-operator concurrence where required.
 

At APX we are able to prepare the required documentation for S138 approvals as well as handle the submission process. 
 

What type of activities require a Section 138 approval? 
 

  • The types of work requiring approval include, but are not limited to:

  • opening a road (digging in or creating a trench through or under a kerb or footpath)

  • erecting, removing or interfering with a structure, work or tree on a public road (includes using small and/or large machinery on a public road)

  • pumping water into a public road from adjoining land

  • driving any vehicle across a kerb or footpath

  • creating a temporary vehicle crossing

  • connecting a road (whether public or private) to a public road.

  OCCUPANCY  
  LICENCE  

A Road Occupancy Licence (ROL) is an approval issued by a road authority (such as Transport for NSW or a local council) that grants permission to occupy part of the road corridor for a specific period to carry out works or place temporary traffic management.

 The ROL ensures that: 

  • Road space is used safely and efficiently.
     

  • Impacts on traffic flow, pedestrians, and public transport are minimised.
     

  • The proposed Traffic Management Plan (TMP) and Traffic Guidance Schemes (TGSs) comply with relevant standards (e.g. Austroads, AGTTM & TCAW).
